Distance Education State Authorizations

Wallace Community College (WCCD) is in compliance with the U.S. Department of Education’s regulation (34 C.F.R. §600.9):

(c) If an institution is offering postsecondary education through distance or correspondence education to students in a State in which it is not physically located or in which it is otherwise subject to State jurisdiction as determined by the State, the institution must meet any State requirements for it to be legally offering postsecondary distance or correspondence education in that State. An institution must be able to document to the Secretary the State’s approval upon request. (Authority: 20 U.S.C. 1001 and 1002) [75 FR 66946, Oct. 29, 2010]
Wallace Community College (WCCD) is approved by the State of Alabama to participate in the National Council for State Authorization Reciprocity Agreements (NC-SARA). NC-SARA is an agreement among member states, districts and territories that establishes comparable national standards for interstate offering of postsecondary distance education courses and programs. The primary objectives of SARA are to make it easier for institutions to provide online and distance education options to students in other states and to provide basic protections for those students. 

Students residing outside the state of Alabama, but within the United States and District of Columbia, may enroll in Wallace Community College’s distance education courses and/or programs. NOTE: California does not currently participate in NC-SARA. As an out-of-state public institution, Wallace Community College is not under the purview of the California Bureau of Private Postsecondary Education, thus Bureau approval for Wallace Community College to offer its distance education courses/programs to residents of California is not required. Therefore, Wallace Community College is in compliance with California regulations
 concerning postsecondary distance education.

Please note that the state authorization requirements do not apply to students enrolled at one of Wallace Community College’s campuses (Wallace Campus at Dothan or Sparks Campus at Eufaula) or students residing within the state of Alabama.
